Installing APCs is just the first step in the process. Before APC data can be used in National Transit Database ("NTD") reports, it must be certified by the FTA. In order to achieve this certification, you must show that your APC data is 95%+ accurate when counting passengers. Full Reporters need to verify this for Unlinked Passenger Trips ("UPT") and Passenger Miles Travelled ("PMT") while Reduced Reporters only need to verify UPT.
Hopthru Cleanse ensures that you meet these accuracy thresholds, making certification a breeze.
We wouldn't recommend it just yet. You wouldn't want to inform service changes off of APC data until you have full trust in its accuracy.

APCs have no notion of the service they're on. Correlation accurately matches raw APC data with your schedule, enriching it with route, stop, and trip information.
APCs count everything, but that doesn’t mean you have to. Hopthru Cleanse filters out extraneous data like driver boardings and layover activity.
Only have a portion of your fleet equipped with APCs? Hopthru Cleanse detects trips not found in APC data and expands them based off of historical data so you can look at the complete picture.
